As part of the Library and Information Commission and Share the Vision programme to improve library and information services for visually impaired people, UKOLN was commissioned to review the role of a national union database of resources in accessible formats and to make a technical specification of the data elements required. A report was submitted to the Steering Committee in January 2000 and the recommendations accepted. A feasibility study was carried out to develop a managment structure, business plan and technical system specification for the Reveal database. The study was funded through a grant awarded by the British Library Co-operation and Partnership Programme and took place between May and September 2000 [press release]. During 1999, UKOLN and the National Council on Archives carried out a study for a national programme of restrospective catalogue conversion. A report was submitted to the commissioning group (the British Library, the Library and Information Commission and the Library and Information Co-operation Council) in June 1999. The recommendations were accepted and a Full Disclosure Implementation Group was set up in September 1999 to act as the initial coordinating focus of the programme. This group has represention from the archives and museums domains in addition to representation from national, higher education and public and other non-HE libraries.
Two studies carried out by Philip Bryant have identified a need for a national strategy regarding retrospective conversion of library catalogues. The text of the combined report on both these studies is available.
