This is the text of a paper that was given at the Umbrella conference at the University of Manchester in July 2005. It focuses on the principles of quality measurement, the various ways to measure quality and the potential hazards along the way. Over the years, UKOLN has been involved in a number of studies in this area, which form the background to this paper.
