Strategic management and the articulation of strategic and business plans are essential in the context of the electronic library. The 'access' model with its more selective investment in materials for central holding or permanent retention requires a better understanding of user needs. More than ever before, libraries will have to formulate plans in close consultation with users and other stakeholders as part of an overall information strategy in support of the organisation's objectives. Extensive dependence on information systems and an effective IT infrastructure demand integrated planning of library and computing services.
