- Summary
"How far have we come?" is the theme of this session. The answer is a long way from the days of the eLib programme in the mid 1990s. The broad approaches taken by eLib included an emphasis on the importance of open standards and an encouragement for sharing and collaboration across the development community.
Such approaches continued in follow-up JISC development programmes and were also adopted in other sectors such as the NOF-digitise programme. But the sector was, to a certain extent, taken by suprise by the popularity of Web 2.0 and the Social Web. Many developers are now openly questioning the heavy-weight approaches which have evolved since the eLib days and are encouraging more light-weight approaches and maming greater use of services 'in the cloud'.
In this talk Brian will give an historical review of major development programmes in the library sector and explore the challenges for future national initiatives.
- Biographical Details
Brian Kelly is based at UKOLN, a national centre of expertise in digital information management based at the University of Bath. In his role as UK Web Focus Brian has a remit to advise UKOLN's communities (which includes higher and further education and the cultural heritage sector) on best practices, standards and innovation related to use of the Web.
Brian has been involved in support activities for a number of national development programmes including the eLib programme Web site, the JISC-funded QA Focus project, guidelines on standards for JISC development programmes and the Technical Advisory Service for the NOF-digitise programme and the EU-funded Minerva project.
Brian has written several peer-reviewed papers reviewing the effectiveness of use of open standards in digital library development programmes including Openness in Higher Education: Open Source, Open Standards, Open Access (elPub 2008 conference), Addressing The Limitations Of Open Standards (Museums and the Web 2007), A Contextual Framework For Standards (WWW 2006), A Standards Framework For Digital Library Programmes (ichim05 conference), Interoperability Across Digital Library Programmes? We Must Have QA! (ECDL 2004), Deployment Of Quality Assurance Procedures For Digital Library Programmes (IADIS 2003) and Ideology Or Pragmatism?
