Chapter 1 of the report outlines the content and services which will be delivered through the public library network. Chapter 9 is a summary of recommendations and costs.
Paragraph 1.4 gives the broad outline objectives the of content and services to be delivered; paragraph 1.6 then details five 'strands' of content.
In Chapter 9, the recommendations state that the Public Library Networking Agency 'undertakes to procure and/or develop content and services and that priority is given to 'the following areas'. At this point it reiterates the broader areas of content as described in paragraph 1.4. rather than the detailed list in paragraph 1.6.
It should be noted that these are intended to include all of the five strands of content as detailed in the Paragraph 1.6. Specifically the objective of 'nurturing social cohesion through fostering a politically and culturally informed society' (Paragraphs 1.4.c and 9.3.c) embraces both citizens' information and facilities for participation in society' (1.4.b) and 'community history and community identity' (1.4.d) as well as the digitisation envisaged in paragraph 1.6.e and described later in the report in paragraphs 1.41 to 1.44.
